The timing of Italy’s next military shipment to Ukraine is now tied to the outcome of American congressional elections. Prime Minister Giorgia Meloni has frozen the dispatch of the 13th aid package, a decision that leaves a fully prepared cargo sitting in Italy while Kyiv waits.

The Italian government maintains that this pause is temporary and does not signal a withdrawal of support. However, the transfer has been delayed repeatedly over the past year. The schedule shifted from July to September, then paused again for the League party congress, and now rests on the US political calendar.

This dependency on US midterms creates a specific problem for the Italian leadership. There is no defined threshold for which election result would trigger the release of the aid. No date has been set for the shipment to move immediately after the vote. The Italian political calendar has effectively become secondary to the American one.

The stagnation is causing tension inside Palazzo Chigi, the prime minister’s office. Journalists report that the delays threaten commitments Meloni previously made to Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron. The last shipment of Italian weapons arrived in Ukraine ten months ago, leaving a gap in the supply chain.

Internal disagreements within the coalition further complicate the issue. Deputy Prime Minister Matteo Salvini, who leads the League, has argued that additional aid could fuel corruption. After his recent re-election as party leader, Salvini promised to work to halt Italy’s economic and military support for Ukraine entirely.

Foreign Minister Antonio Tajani pushed back on 26 October, stating that the new package was finalized and would be sent soon. Despite this public assurance, officials have not released a delivery date or a list of specific obstacles blocking the package. The government continues to state that support for Ukraine will continue, but the mechanics of that support remain unclear.

The 13th package is ready to move, but the approval for its transfer has not been granted. Until the US elections conclude, the Italian government will wait, leaving the exact nature of the delay unexplained by any single official factor.
