Ukrainian President Volodymyr Zelenskyy stated on 27 October that Finnish and Norwegian officials urged Russian leader Vladimir Putin to take specific actions to lower tensions in the ongoing conflict. Zelenskyy posted details of these communications on X following a call with the two leaders. He emphasized that the message from Helsinki and Oslo focused heavily on protecting Ukrainian energy systems and infrastructure.

Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre contacted Putin earlier on 27 October at their own initiative. During a subsequent call, Zelenskyy received a detailed account of that exchange. He thanked both leaders for their support of Ukraine's diplomatic efforts and the peace initiatives being pursued with international partners.

Zelenskyy connected these bilateral calls to earlier discussions held in Oslo that included representatives from the United States, Europe, and NATO. He noted that Stubb and Støre made it clear to Putin that practical measures were required to de-escalate the situation around Ukraine's power grid and other key infrastructure. The leaders argued that these steps were necessary to stabilize the front lines.

The conversations also addressed preparations for a trilateral meeting planned for November. That gathering is expected to bring together teams from Ukraine, the United States, and Russia. Zelenskyy observed that Finland and Norway hold a particular interest in establishing reliable security arrangements because both countries share borders with Russia.

The leaders discussed methods for collaborating with European partners to maintain diplomatic momentum, strengthen Ukraine's defense capabilities, and advance shared security goals. In his account, Zelenskyy called for peace and de-escalation, asserting that Russia must stop extending the war. He framed the Nordic outreach as part of a coordinated effort to keep pressure on Moscow.

These developments follow Putin's statement in early October that he was prepared to restart peace negotiations promptly if the terms were acceptable to Russia. Putin cited the occupation of the entire Donbas region, Ukrainian neutrality, and security guarantees for Russia as key conditions. He also referenced the Russian language and the church in his remarks.

On 24 October, Zelenskyy indicated a willingness to accept a peace agreement that freezes the conflict along the existing front line. He ruled out Ukrainian recognition of temporarily occupied territory as Russian, distinguishing a halt in fighting from acceptance of Russian sovereignty. On 25 October, he identified an energy ceasefire or a trilateral leaders meeting as two potential signs that Russia is ready for peace.
